The District Heating Board

The District Heating Act applies from 1 July. The act aims to create good terms and conditions for consumers and producers of district heating on the Swedish market. At the same time the Government is setting up the District Heating Board which will work with issues that concern district heating.

The District Heating Board was formally established on 1 July 2008. The Board is an independent organisational unit within the Energy Agency.

The task of the District Heating Board is to act as a mediator during negotiations between district heating companies and their customers regarding the terms and conditions for district heating so that the District Heating Act (2008: 263) is complied with. The Board will also be responsible for mediation with district heating companies and those companies who want to gain access to the district heating networks.

The Chairman of the Board, other members and experts are appointed by the government for a fixed period.

Application fee

When an application is made for mediation, the application must be accompanied by an application fee. The application fee is SEK 500 for a consumer and SEK 1000 for others. A consumer is a district heating customer who is a natural person and who uses district heating primarily for non-business purposes.

The application fee is paid into the Energy Agency’s plus giro account (number 957553-1).

The Board’s assignments and responsibilities are regulated in the District Heating Act (2008:263), the District Heating Ordinance (2008:526) and in the Ordinance (2007:1153) with instruction for the Government’s Energy Agency.
