Which companies are eligible?

The programme for improving energy efficiency is aimed at manufacturing companies which are energy-intensive, use electricity in their manufacturing processes and which are able to implement the action required by the programme.

The Swedish Energy Agency decides whether a company may participate in PFE. A company is defined as energy-intensive if it meets at least one of the following two criteria:

  1. if the cost of energy (purchased and internally-generated) in the company amounts to at least 3 percent of the value of the company’s production.
  2. if the company’s energy, carbon dioxide and sulphur taxes amount to at least 0.5 percent of the company’s added value.

All or part of the company may participate
A company may participate in PFE as a whole company (all operations within the corporate ID number) or through those parts of the company which are energy-intensive, are run independently and have their own funds. A company may also decide to participate through a number of plants, which have the same corporate ID number (i.e. belong to the same company for organizational purposes), separately and in parallel during a single programme period.
