The Swedish CDM and JI programme

The Swedish Energy Agency is the Swedish national authority for the Kyoto Protocol’s two project-based mechanisms; the Clean Development Mechanism, (CDM) and Joint Implementation, (JI).

The Swedish Energy Agency has been active since 2002 in acquiring Certified Emissions Reductions (CERs) from CDM projects and Emission Reduction Units
(ERUs) from JI projects by the Swedish International Climate Investment Programme (SICLIP). The total budget for the programme up to 2012 currently stands at over 1 billion SEK.

The aim of the CDM/JI programme is to help develop the Kyoto Protocol’s flexible mechanisms into credible and effective instruments within international climate cooperation, primarily by participating in and implementing exemplary, tangible projects. The Agency shall also support Swedish companies and facilitate their engagement in the project-based mechanisms when desired. The Agency also facilitates the dissemination of Swedish environmental and energy technology.
The Agency is currently involved in projects in Latin America, Asia and Central and Eastern Europe. 

Criteria for project selection

The Swedish Energy Agency acquires emission reduction units from small and medium-sized projects. The projects which Sweden is involved in are estimated to be reducing emissions by the equivalent of between 200 000 and 600 000 tonnes of carbon dioxide over a period of 7-10 years. The projects must conform to the Kyoto Protocol regulations for CDM and JI. Criteria shall also be applied within the climate programme whereby selected CDM and JI projects will belong to the categories renewable energy, energy efficiency or management and use of Methane emissions. In addition to the Project Owner’s engagement, the project must also have clear support from the government of the host country.
