This webpage contains the description on how an application for an account in the Swedish emission trading registry, Svenskt Utsläppsrättssystem (hereinafter SUS) is made. It contains all information and every document needed to fulfill the requirements.
Application forms
Everyone may apply for an account in SUS. Swedish citizens holding a swedish personal code number may apply via the Swedish Energy Agency's portal for web-services. Non-swedish citizens must apply via paper forms found to the right on this page.
Assigning representatives on your application form
An account in SUS requires a primary and secondary authorised representative (PAR/SAR). For operators, companies and organizations these might either be persons authorised to sign for the firm or proxies. For the latter to be approved a Letter of attorney needs to be issued. This must be signed by an authorised company signatory and sent in original to the Swedish Energy Agency.
It it also possible to have an additional authorised representative (AAR). The function of the AAR is only to approve transactions initialised by the PAR/SAR.
Verifying identities
To be able to verify the identity of the applicant (Account Holder) and the account representatives certified copies of passports for all applying representatives must be enclosed. Certification must be made by a Notary Public or via Apostille. You must yourself find the competent authority able to perform this function. If the authority is not clearly stated in the document, information of how to verify the certification must also be enclosed.
If the Account Holder is an organisation located outside Sweden the application must also contain official documents from the Registrar of Companies or equivalent. The document must in Swedish or English define the names of the authorised company signatories and if necessary further description of the signatory function. It must also be clear what official authority is releasing the information. These documents must be certified in the same way as the passport copies.
Electronic ID
To guarantee the safety of the values stored in SUS, a mean of electronic identification is needed to access the system and create the actual account. Swedish citizens may apply via their bank. For Non-Swedish citizens the Swedish Energy Agency supplies a custom solution from Telia Sonera. Application for the e-ID is made via the link to the right.
If asked for a certificate when filling in the application, Microsoft Enhanced Cryptographic Provider v1.0 must be selected as CSP for the new certificate. (As there is a known issue with Microsoft Internet Explorer 8 and the application software please use an alternative web browser if you experience problems with empty dropdown-list where the CSP is supposed to be selected.)
The actual downloading and installation of the e-ID certificate must be done by the person applying and can be executed only after it has been approved by the Swedish Energy Agency. An installation link is then sent to the applicant while the password to open this link is sent via registered post.
The certificate is installed and attached to one unique computer and must be the same as the one from which the application is made. The cost of Telia's e-ID is SEK 500 and includes a 2-user license. For payment, see below.

An opening fee of SEK 1000 per personal holding account is mandatory. Payment, possibly including the fee for the e-ID mentioned above is to be made to:

The Swedish Energy Agency's administrative handling of the application is commenced as soon as we have received the total fee and all the documents have been received and verified. The handling time is at normal circumstances 10 working days.

Please note that all information concerning your application, account and representatives together with all transaction history is continously forwarded to the Swedish Tax Authority for review.
