Involved Agencies

In Sweden several authorities are involved in implementing the EU ETS. These are the Swedish Energy Agency, the Swedish Environmental Protection Agency, the Board of Industrial and Technical Development (NUTEK) and the County Administrative Boards.

The Swedish Energy Agency

- Is responsible for maintenance and operation of the Swedish ETR, (SUS) ,in which all transactions taking place in the emissions trading scheme are to be registered.
- Is responsible, together with the Swedish EPA, for information about the trading scheme.
- Prepares proposed decisions on allowances in a special council together with representatives from the Swedish EPA and NUTEK.
- Administers grants to the County Administrative Boards for permit processing.

The Swedish Environmental Protection Agency

- Makes decisions on allocation of allowances to participating installations. The decisions are prepared in a special council with representatives from the Swedish Energy Agency, NUTEK and the Swedish Environmental Protection Agency.
- Assists the County Administrative Boards in their role as permit-issuing authority.
- Is the supervisory authority, and is to examine the companies’ annual reports of actual emissions.
- Is responsible, together with the Swedish Energy Agency, for information about the trading scheme.

NUTEK (Board of Industrial and Technical Development)

- Prepares proposed decisions on allowances in a special council with representatives from the Swedish Environmental Protection Agency and the Swedish Energy Agency.

The County Administrative Boards

- Handle applications for permits to emit carbon dioxide, and make decisions on such permits for the companies involved. Also handle amendments to permits and permits for new operators.
