Swedish-Norwegian co-operation in the World Bank Carbon Partnership Facility
Sweden and Norway join the World Bank Carbon Partnership Facility, CPF and contribute 20 million Euro each.
The design and approach of the CPF differs from that of other carbon funds; the CPF brings different Partners together to create, sell, and purchase, emission reductions. The intention is to scale up emission reductions in an effective way; inter alia through the development of innovative and large-scale mitigation programmes.
– Developing new ways to make cost-efficient emission reductions while supporting development is important. By joining this partnership we demonstrate a long-term commitment to the global carbon market, says director general Tomas Kåberger of the Swedish Energy Agency. We hope that the experiences from this partnership will give valuable input to the negotiations on a global climate agreement.
The purpose of the Swedish CDM and JI purchase programme is to achieve cost-efficient emission reductions and to contribute to the development of the carbon market. CPF fits well into this programme. Through the co-operation with Norway we can increase our joint influence in the fund.
– Our engagement in the CPF contributes to the balance in the Swedish CDM and JI programme between bilateral projects and multilateral funds, which is in line with white papers and Parliament decisions, says Bengt Boström, Head of the Climate Change Unit at the Swedish Energy Agency. To co-operate with Norway works well as our CDM-programmes have similar profiles.
Other financiers in CPF, in addition to Sweden and Norway, are Spain and Endesa, a Spanish utility. The CPF now totals 140 million Euros.
