Account types
Several types of accounts can be opened in the Union Registry. Different account types have different purposes and obligations. You can read more about each account type here.
Account types in the EU Emissions Trading System (EU ETS)
Operator holding account
All installations included in the EU ETS must have an operator holding account. The account can receive free allocation of allowances and emissions can be entered and verified. It is also possible to surrender allowances for compliance.
The account type can be used for trading allowances.
The account is free of charge but can only be opened if there is a greenhouse gas permit for the operator and installation.
Regulated entity holding account
All operators included in the EU ETS2 emissions trading system must have a regulated entity holding account. The account can be used for entered and verified emissions, and it is also possible to surrender emission allowances for compliance.
The account type may also be used for trading emission allowances, but can only contain Emission Allowance For Regulated Entities (ETS2).
The account is free of charge but can only be opened if the operator has a greenhouse gas permit.
Aircraft operator holding account
All aircraft operators participating in the EU ETS must have an Aircraft Operator Holding Account. The account can receive free allocation of allowances and emissions can be entered and verified. It is also possible to surrender allowances for compliance.
The account type can be used for trading allowances.
The account is free of charge but can only be opened if a monitoring plan exists for the aircraft operator.
Maritime operator holding account
All maritime operators that have been assigned to Sweden and are included in the EU ETS must have a maritime operator holding account. The account can receive free allocation of allowances and emissions can be entered and verified. It is also possible to surrender allowances for compliance.
The shipping sector will be included in the EU ETS from 2024 and will be fully phased into the system by 2026.
The account is free of charge but can only be opened if the maritime operator has been assigned to Sweden as administrative authority.
Trading account
The main account type for those who want to trade on the EU ETS market.
The account can be opened by private individuals and companies. There are fees associated with the account type.
The account is subject to an application fee.
Verifier account
Verifier accounts can only be opened by someone who is accredited as a verifier by an approved accreditation body. In Sweden, this body is SWEDAC. The account type is used by verifiers to verify/approve the emissions figure recorded by the operator. The account type therefore cannot hold units. Verifier accounts only require one authorised representative.
The account is free of charge but can only be opened by a verifier with valid accreditation.
Limitations
The main difference between the account types in the EU Emissions Trading System is how transactions from the account are made.
