Anyone can in Sweden apply for an account in the Union registry.
The following process defines the requirements that must be met and which documents must be included in an account application.
An account application must be submitted to the Swedish Energy Agency including documentation which contains information about the legal or natural person who applies to become an account holder. In addition, at least two individuals must be registered as account representatives. These individuals perform the actual tasks on the account.

For the opening of the Person holding accounts and Person holding accounts in the Swedish Kyoto Protocol registry, a fee of SEK 3 600 is charged.
According to the Registry Regulation Article 23, paragraph 7, at least one of the authorised representatives of an account must be permanent resident in Sweden.
If you are unsure what type of account you should apply for, please contact the Swedish registry team.
Common requirements for all types of documents
To prove the authenticity of submitted documents and for the Swedish Energy Agency to be able to examine the content, all copies of documents must be certified by a Notary public. If the original documents were not issued in Sweden, the copy must also be legalised or have a valid apostille stamp. The date of certification or legalisation must not be older than three months. Contact information of the notary or the expedition that legalised the documents must be attached to the application.
Documents submitted shall be in Swedish or English. If the original document is in another language, a legalised copy must be submitted together with a certified translation.
