COP30: Focus on implementation in this year’s climate negotiations

On Monday, the UN Climate Change Conference COP30 starts in Brazil. Experts from the Swedish Energy Agency will be there to support Sweden in the climate negotiations.

It has been ten years since the world’s nations signed the Paris Agreement, committing to keep global temperature rise well below 2°C and striving to limit it to 1.5°C. Since then, climate negotiations have focused on developing frameworks and cooperation mechanisms to achieve that goal. At COP29 in Baku last year, the countries agreed on a new climate finance target and finalised the rulebook for carbon finance under the Paris Agreement.

Now COP30 is approaching, and ahead of the summit, all parties to the Paris Agreement are expected to present new nationally determined contributions. Decision-makers, opinion leaders, businesses, and civil society organisations from around the world are traveling to the city of Belém in the Amazon region of Brazil. The Brazilian presidency of COP30 has emphasised that this year’s meeting must mark a real shift from promises to progress. Erland Kjellén, one of two negotiators from the Swedish Energy Agency traveling to Belém, states:

“Sweden will advocate for more ambitious goals and a clearer direction for global climate action. We enter the negotiations with a message of urgency and opportunity – opportunity in the form of increased competitiveness, growth, and innovation.”

The Swedish Energy Agency’s role in the negotiations

Representatives from the Swedish Energy Agency are participating in negotiations on Article 6 of the Paris Agreement, as well as on technology development and technology transfer. David Newell, negotiator on Article 6 from the Swedish Energy Agency, states:

“This year’s focus for Article 6 is on implementing the rules for international climate cooperation and carbon finance. Sweden will negotiate to ensure that this leads to real global emissions reductions and contributes to the UN Sustainable Development Goals.”

COP30 will take place from 10-21 November 2025.
