Guarantees of origin

Guarantees of origin are electronic certificates that guarantee the origin of electricity, gas, heating and cooling. The purpose is to show the end customer how a given share of energy has been produced.

The Guarantees of Origin (GOs) can be bought and sold in an open market that includes energy producers, suppliers, and traders.

There are two types of GOs that are issued within the Swedish domain. GOs that are tradable within Sweden and EECS-GOs that are transferrable to other domains in the EU, EEA or Energy Community that are members of the Association of Issuing Bodies (AIB) and connected to the AIB data hub. The Swedish Energy Agency is currently issuing and receiving EECS-GOs for electricity. Our application to the Gas Scheme Group in AIB is pending and when we are accepted as a member we will be able to issue EECS-GOs for gas and receive gas GOs from other AIB members.

There is currently no scheme group in AIB or EECS-rules for GOs for heating and cooling.

Producers of electricity receive one GO or one EECS-GO for each produced MWh. The GO shows what kind of energy source the electricity derives from. GOs can be issued for any kind of electricity production. The electricity supplier buys the amount of GOs equivalent to the quantity of electricity they have sold.

Producers of gas receive one GO for each produced MWh. When we are accepted as a member of the AIB Gas Scheme Group, producers will instead receive an EECS-GO for each produced MWh. There is currently no legislation for gas disclosure in Sweden.

Producers of heating and cooling receive one GO for each produced MWh. There is currently no legislation for disclosure of heating and cooling in Sweden.

New regulation: transition period

New regulation to align the Swedish GO system with the latest revision of EU:s renewable energy directive and the technical standard CEN-EN 16325 entered into force completely on 1 February 2026. Production devices that currently receive electricity GOs will have a transitional period until 31 December 2026 to reapply for the issuance of GOs under the new legislation.

Apply no later than 31 August 2026 to ensure that there is no interruption in the issuance of GOs for electricity from the production device. If you apply later than 31 august 2026 the Swedish Energy Agency cannot ensure that your application will be processed before December 31, 2026. If there is no new decision of issuance of GOs, the issuance will cease on January 1, 2027, until a new decision on issuance of GOs is made.

EECS-GOs

If your current decision for issuance of EECS-GOs has an expiry date between 1 January 2026 and 31 August 2026, you need to apply well in advance of your expiry date to avoid a disruption in the issuance of EECS-GOs. When your EECS decision expires, you will receive GOs until a new EECS decision is issued, if you have submitted a new application before 31 August 2026.
