Risk preparedness in the electricity sector

The Swedish Energy Agency is the competent authority under the EU risk preparedness regulation for the electricity sector. The regulation aims to improve coordination within the EU regarding electricity crises.

The risk preparedness regulation (EU) 2019/941 requires member states to cooperate and establish provisions on how countries should jointly prevent, prepare for and manage electricity crises.

As the competent authority, the Swedish Energy Agency has several obligations under the regulation. Many of these must be carried out in close cooperation with Svenska kraftnät, the agency who is system responsible for the transmission system and have the task of managing, operating, and developing a reliable power transmission system

Risk preparedness plan

The risk preparedness plan includes relevant scenarios for potential electricity crises, outlines measures to manage a crisis and describes responsibilities and roles. 

The Swedish Energy Agency must also, in consultation with Svenska kraftnät, announce if an electricity crisis occurs or issue an early warning if there is a risk of such a crisis. The agency must also inform the European Commission and other competent authorities in the same region (Denmark and Finland) and in directly connected countries (Poland, Lithuania and Germany).

The risk preparedness plan was developed through a national consultation process where neighbouring competent authorities and the European Commission had the opportunity to provide feedback. 

The Swedish Energy Agency views its role as competent authority as overarching and coordinating, acting as the national contact point and coordinator towards the EU and competent authorities in other member states. 

Current version

In January 2026, the Swedish Energy Agency adopted version 6 of the national risk preparedness plan for the electricity sector in accordance with EU regulation 2019/941. The plan must be updated at least every four years.
