EECS guarantees of origin and how to apply

Guarantees of origin are electronic certificates that guarantee the origin of electricity. Guarantees of origin that are transferrable to other states who are members in the Association of Issuing Bodies are called EECS guarantees of origin.

For each produced megawatt hour (MWh) producers of electricity or gas receive either one guarantee of origin (GO) or one EECS guarantee of origin (EECS-GO). The GO shows what kind of energy source the electricity or gas derives from. GOs can be issued for any kind of electricity or gas production and can be bought and sold on an open market that includes producers, suppliers and traders. The electricity supplier buys the amount of GOs equivalent to the quantity of electricity they want to sell. There is currently no disclosure legislation for gas in Sweden.

The European Energy Certificate System (EECS) is based on common rules for GOs that are transferrable to other states who are members in the Association of Issuing Bodies. The Swedish Domain Protocol sets out how the EECS rules are implemented within the Swedish domain.

How to apply for EECS guarantees of origin

In an application for the issuing of EECS-GOs, both an application for the production device and request for a EECS- account must be submitted.

A new producer who wants to apply for issuing of EECS-GOs for a production device needs to fill in these forms:

Note: if an application is signed by a representative, an authorisation (power of attorney) must also be sent in.

As an owner of a production device your certificates will be issued to your Cesar account. You can then start transferring EECS-GOs.

How to apply for a special account (EECS account)

If you are not an owner of a production device and only want to trade with EECS GOs, you need to fill these forms:

Once the application has been approved an EECS account will be opened in Cesar and you can start buying, selling, or transferring EECS-GOs.

For international applicants without a Swedish social security number

Please be aware that applicants without a Swedish social security number need to apply for Freja eID to gain access to the Cesar register. You will receive further instructions for Freja eID access after you have submitted the application above.

Fees (1 Januari 2026 – )

  • Fee per issued guarantee of origin: 0,12 SEK
  • Fee per issued EECS guarantees of origin: 0,12 SEK
  • Fee for importing an EECS guarantee of origin from another domain: 0,03 SEK
  • Fee for exporting an EECS guarantees of origin: 0 SEK
  • Fee for a special EECS account for account holders with production devices approved for EECS guarantees of origin: 200 SEK a year
  • Fee for an account for guarantees of origin for account holders who have a production device approved for guarantees of origin, for electricity suppliers and others who trade with guarantees of origin who do not have a special EECS account: 200 SEK a year
  • Fee for a special EECS account for electricity suppliers, traders and others who apply for a special EECS account: 5 000 SEK a year
