Approximately 800 Swedish operators are covered by the EU Emissions Trading Directive. This page contains information that concerns you as an operator.
The EU emissions trading system (ETS) places several requirements on operators covered by the ETS.
Submit a verified emissions report to the Swedish Environmental Protection Agency
By 31 March each year, the operator must report the emissions for the previous year in the form of an emissions report. This report must be verified by an accredited verifier. The report must be submitted to the Swedish Environmental Protection Agency in the EU ETS Reporting Tool.

If the emissions report is not submitted or is submitted late, the Swedish Environmental Protection Agency shall decide on a fee of SEK 50,000. The same applies if the report has not been verified by an accredited verifier by 31 March.
Enter an annual emission in the Union Registry
The operator must also enter the annual emissions in the Union Registry by 31 March each year. If a verified annual emission is not registered on the account, the account will be blocked for outgoing transactions on April 1. The account will then be given the status “Blocked”. The block will be released as soon as the verified annual emissions are entered in the account.
To be able to enter emissions, a verifier must first be selected on the account. If you have replaced the verifier since last year, you must register the new verifier before entering the annual emissions. If you do not do this, the approval task in the registry will go to the wrong verifier and the entered emissions must be rejected before you can change to the correct verifier.
If the operator's annual emissions cannot be verified, the Swedish Environmental Protection Agency will decide on a discretionary assessment after the compliance period. The account will be in the status “blocked” until the verified annual emissions are entered in the registry. The Swedish Energy Agency will enter the discretionary annual emission after the Swedish Environmental Protection Agency's decision has been announced.
Please also note that maritime operators must enter the full amount of their emissions. The Union Registry will convert these to the percentage applicable to the given emission year.
Surrendering allowances in the Union Registry
The operator must surrender allowances corresponding to the verified emissions from the previous year by 30 September of each year. If the verified emissions figure from the previous year is zero (0), no surrender is required as no actual emissions have occurred. The surrender must be made in the Union Registry.
There are several ways for operators to acquire allowances. It is important that the allowances are on the account where the surrender is to be made in time to be able to carry out the surrender by 30 September.
Surrender transactions are processed immediately, but please note that time delays may apply for other types of transactions. If the transfer is not completed before 1 October, a penalty fee of 100 Euro/tonne CO2 will be charged. The surrender requirement remains after the fee has been paid.
If the emissions cannot be verified and the installation is subject to a discretionary assessment, the surrender must still be carried out. The Swedish Environmental Protection Agency can help with calculations that can be used to surrender allowances and cover the assessment. Any surplus can be used for next year's surrender.

Please note that the surrender transaction must be handled by two account representatives. One account representative who initiates the transaction and another account representative who approves it.
