User roles
In the Union Registry, you can choose which role an account representative should have in an account. An account must always have at least two authorised representatives.
Permissions for representatives on EU ETS accounts
Representatives on EU ETS accounts can have different roles in the registry. The roles have different functions and privileges.

Initiator – users with this role can only initiate transactions and processes such as changes to the Trusted Account List (TAL).

Approver – users with this role can only approve transactions and processes such as changes to the TAL.

Initiator and approver – users with this role can initiate or approve transactions and processes such as changes to the TAL. This representative role is the most common and has the most privileges

Read only – users with this role can only read in the Union Registry. It cannot perform any transaction or process.
When opening an account, making a transaction or performing a process, two representatives of any of the following combinations are required:

a. Initiator + Approver

b. Initiator & Approver + Approver

c. Initiator + Initiator & Approver

d. Initiator & Approver + Initiator & Approver
