Government roles in the EU ETS
In Sweden, several authorities have roles in the EU Emissions Trading System (EU ETS) and in international emissions trading. Here is a brief presentation of who does what.
Swedish Energy Agency
The Swedish Energy Agency is the national administrator regulated by the EU’s Registry Regulation (2019/1122), and the accounting authority according to Swedish legislation. This means that the agency administers the Swedish part of the Union registry including support to actors in the registry.
The agency also provides, together with the Swedish Environmental Protection Agency, support to the Government Offices in the work on developing the EU ETS and participates in expert group meetings within the EU regarding the development of the Union registry.
Swedish Environmental Protection Agency
The Swedish Environmental Protection Agency is the permitting and supervisory authority for the EU emissions trading system in Sweden. This includes administering permits for greenhouse gas emissions and monitoring operators' emission reports. The agency also processes and decides on free allocation of emission allowances.
Ministry of Climate and Enterprise
The Ministry of Climate and Enterprise is the department at the Government Offices responsible for climate related issues and thus also for the emissions trading system. It participates in international climate negotiations, negotiations of the EU directives and is responsible for national legislation in the climate area.
The Swedish Transport Agency
The Swedish Transport Agency is a consulting party to the Swedish Environmental Protection Agency regarding aviation activities within the trading system.
SWEDAC
SWEDAC is Sweden's national accreditation body that accredits verifiers, who thereby gain the right to verify emission reports.
The European Commission
The European Commission's Directorate-General for Climate Action, DG Clima, is responsible for developing the EU's emissions trading system and monitoring the implementation of the system by Member States. The Commission acts as the central administrator of the Union Registry and manages the operation of the Union Registry's public website.
UNFCCC
The UNFCCC manages the ITL, the International Transaction Log. The ITL monitors and controls international emissions trading under the Kyoto Protocol.
