The aviation sector

Here you will find information about aircraft operators included in EU Emissions Trading System (EU ETS) and what obligations apply to them.

The aviation sector has been part of the EU ETS since the beginning of 2012. The aviation sector is also included in the link with Switzerland, which means that flights from the EEA to Switzerland are included in the EU ETS. Flights within Switzerland and from Switzerland to the EEA are included in the Swiss ETS.

Aircraft operators included in the EU ETS must have an approved monitoring plan from the competent authority in the administering member State, which in Sweden is the Swedish Environmental Protection Agency.

The administering member state is determined as follows:

  • Aircraft operators registered in an EEA country are administered by that country. 
  • Aircraft operators registered in a non-EEA country, so-called third country operators, are administered by the EEA country where the aircraft operator has the highest emissions.

The aircraft operator can receive free allocation. It can use both general allowances (EUA) and aviation allowances (EUAA) in surrendering for its compliance.

CORSIA

The Swedish Environmental Protection Agency is the Swedish competent authority for CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation), which means that it is the Swedish Environmental Protection Agency that approves monitoring plans, receives emissions reports and decides on reduction units.

CORSIA is a global market-based instrument implemented by the international UN body for aviation, ICAO (International Civil Aviation Organization). CORSIA only covers international air traffic.

The objective of CORSIA is for international aviation's carbon dioxide emissions to stabilize around a certain emission level. To maintain stability, aircraft operators need to use certified sustainable aviation fuels or buy approved emission credits for emissions above the baseline.
