Apply for Authorization as an Entity
An entity wishing to participate in one of Sweden's Article 6.2 collaborations must apply for authorization from the Swedish Energy Agency.
The Swedish Energy Agency is mandated to authorize entities intending to participate in collaborations under Article 6.2 of the Paris Agreement. Two types of entities need to apply for authorization from the Swedish Energy Agency to participate in such collaborations. The first type is generating entities, which are those that carry out mitigation activities in a host country. The second type is buying entities, which are Swedish entities that buy carbon credit.
An entity can only participate within an existing Article 6.2 collaboration. In other words, there must be a binding bilateral agreement regarding Article 6.2 collaboration between Sweden and the host country where the entity intends to generate or purchase carbon credit.
The authorization of an entity is specific to each Article 6.2 collaboration. If an entity intends to participate in two different Article 6.2 collaborations, it must apply for authorization twice, once for each collaboration.
Applications for the authorization of entities are regulated by the Swedish Energy Agency's regulations (STEMFS 2024:2). Authorization is granted by the agency's decision following an application according to the relevant paragraphs in the regulations.
