Partnerships under the Paris Agreement

The Swedish Energy Agency is cooperating with the public and private sector to reduce global emissions through partnerships under Article 6 of the Paris Agreement.

Through the Swedish Energy Agency, Sweden has signed bilateral agreements with three countries for cooperation under Article 6 of the Paris Agreement. In addition, there are ongoing discussions with other countries regarding the establishment of bilateral agreements. We also work together with international organisations to facilitate the implementation of Article 6 collaborations.

Roof-mounted solar with energy storage

The mitigation activity will install roof-mounted solar photovoltaics (PV) with battery storage in commercial and industrial facilities across Ghana, displacing the use of diesel-powered backup generation and grid electricity. The project can accelerate the development of solar energy and energy storage in the country and is expected to reduce emissions by approximately 165,000 tonnes of carbon dioxide by 2030. In addition, it will generate co-benefits such as job opportunities and education for female workers.

Nepal

Sweden has signed a Memorandum of Understanding with Nepal on cooperation under Article 6.2 of the Paris Agreement.

Switzerland

Sweden has signed a Memorandum of Understanding with Switzerland, with the aim to investigate the possibilities for reciprocal trade of industrial carbon removals (including from BECCS) between the two countries by piloting international transfers under Article 6 of the Paris Agreement.

Transformative Carbon Asset Facility

The Transformative Carbon Asset Facility is a multilateral fund that finances climate change mitigation in middle-income countries. In exchange for providing capital to the fund, the Swedish Energy Agency will receive internationally transferred mitigation outcomes (ITMOs) issued under Article 6 of the Paris Agreement.

Supporting Uzbekistan cutting fossil fuel subsidies to reduce emissions

Natural gas has been subsidised for a long time in Uzbekistan, which leads to overconsumption that is harmful to the climate. Cutting the subsidies would lead to increased energy prices and reduced emissions, but also tougher living conditions for the most vulnerable households in the country. The Transformative Carbon Asset Facility is facilitating the removal of the subsidies, including support to vulnerable households, to ensure a sustainable transition to renewable energy in Uzbekistan.
Cutting the subsidies will lead to an estimated reduction of 60 million tonnes of carbon dioxide emissions, out of which 177,500 tonnes of the emission reductions will be transferred to Sweden in accordance with Article 6 of the Paris Agreement.

Partnership for Market Implementation

The Partnership for Market Implementation is a program that assists countries with rapidly growing economies to design, pilot and implement carbon pricing measures, such as a carbon tax or an emissions trading system (ETS). Another component of the program is to share knowledge about international emissions trading under Article 6 of the Paris Agreement. The Partnership for Market Implementation runs from 2021 to 2030.

Climate Warehouse

Climate Warehouse is a program where public and private entities cooperate to develop digital infrastructure for carbon markets, including tracking of transfers of carbon credits across different registries. The Swedish Energy Agency supports the program under the period 2018-2024.

Carbon Initiative for Development

Carbon Initiative for Development is a multilateral fund that finances climate change mitigation and capacity building in low-income countries. Established in 2013, the fund initially operated in accordance with the Clean Development Mechanism under the Kyoto Protocol. However, the World Bank is currently updating the project portfolio, with an aim to meet the requirements of Article 6 of the Paris Agreement. Carbon Initiative for Development runs until 2025.

The Swedish Energy Agency cooperation with the Asian Development Bank has two focus areas, purchasing internationally transferred mitigation outcomes (ITMOs) and preparing countries for participation in international emissions trading under Article 6 of the Paris Agreement.

Through the Article 6 Support Facility, financed by the Swedish Energy Agency and Germany, a number of Asian countries have received capacity building and increased knowledge about international emissions trading under Article 6 of the Paris Agreement.

Climate Ambition Raising Through Article 6

Climate Ambition Raising Through Article 6 is a program led by UNDP with the goal to source and implement mitigation outcome activities in sub-Saharan African countries under Article 6 of the Paris Agreement. The Swedish Energy Agency is the sole financer of the program.

Mobilizing Article 6 Trading Structures

The Swedish Energy Agency is the sole funder of the Mobilizing Article 6 Trading Structures (MATS) Program, which provides tailor-made capacity building to countries interested in participating in international emissions trading under Article 6 of the Paris Agreement. So far, Nepal and Cambodia have received support through the program.

Many organisations are working on supporting countries to participate in international emissions trading under Article 6 of the Paris Agreement through different capacity building programs. Article 6 Implementation Partnership is a Japanese initiative to coordinate these programs in order to avoid duplication and contribute to more efficient international climate cooperation.

UNEP Copenhagen Climate Centre

The Swedish Energy Agency supports the Sustainable Development Initiative, led by UNEP Copenhagen Climate Centre and the Wuppertal Institute. The purpose of the initiative is to raise awareness of the opportunities associated with strong sustainable development provisions in Article 6 of the Paris Agreement.

Gold Standard

The focus of the Swedish Energy Agency’s cooperation with the independent crediting standard Gold Standard is to update and adjust working procedures and methodologies used for international emissions trading under the Kyoto Protocol to the new requirements under the Paris Agreement. In addition, the cooperation is also about developing digital tools for mapping and evaluation of sustainable development impacts from emissions trading.
