Climate cooperation

The Swedish Energy Agency has been tasked by the Swedish Government to finance initiatives that develop new forms of international cooperation under the framework of the Paris Agreement.

We also participate in the negotiations regarding international cooperation mechanisms under Article 6 of the Paris Agreement, as part of the Swedish delegation to the UN climate change negotiations. In the negotiations, we advocate for robust regulatory frameworks that support sustainable development, transparency, increased ambition, and international technology transfer.

Climate cooperation under the Paris Agreement

The Swedish Energy Agency has long experience in international climate cooperation and emissions trading. Between 2002 and 2025, we financed projects that generated verified emissions reductions equalling approximately 34.5 million tonnes of carbon dioxide equivalents. This was under the framework of the Kyoto Protocol. Since the adoption of the Paris Agreement in 2015, we have focused on developing international climate cooperation under Article 6 of the Paris Agreement.

The Paris Agreement states that all countries share a common responsibility to reduce global warming. Almost every country in the world has signed the agreement and committed to regularly reporting its emissions, and measures taken to reduce them. The long-term temperature goal of the Paris Agreement is to keep the increase in global average temperature well below 2°C above pre-industrial levels, aiming for 1.5°C. Achieving this goal requires countries to strengthen commitments over time. One way to contribute to higher global climate ambition is through international emissions trading.

Article 6 of the Paris Agreement

Article 6 of the Paris Agreement includes a market mechanism for global emissions trading overseen by the United Nations. It enables countries to cooperate in achieving their nationally determined contributions (NDCs). Sweden has climate cooperation partnerships with several countries and non-governmental organisations.
