Support for Ukraine is Sweden’s top foreign policy priority. A key part of Sweden’s civilian support is to contribute to the reconstruction of the country’s energy infrastructure, which has suffered extensive damage as a result of the war. The Swedish Energy Agency has been tasked with supporting the government’s efforts to strengthen Ukraine’s energy system, while also drawing lessons that can enhance Sweden’s own energy preparedness. This work is carried out through long-term cooperation with Ukrainian ministries, government agencies, and energy companies to strengthen the country’s resilience and position Sweden as a strategic partner in the green transition.

“Ukraine is a priority within the framework of the Swedish Energy Agency’s international activities. Efforts to support Ukraine’s energy sector cover several areas, and our visit confirmed the demand for Swedish solutions and expertise. This includes Swedish companies that can play a key role both in Ukraine’s reconstruction and in the green transition, as well as opportunities for cooperation linked to Ukraine’s path towards EU integration”, says Niclas Carlsson, Head of International Market Development and Investment at the Swedish Energy Agency.

The purpose of the Swedish Energy Agency’s visit to Ukraine was to deepen strategic cooperation with Ukrainian stakeholders in the energy sector, as well as to increase understanding of the current situation and the priorities for the country’s reconstruction and transition. During the visit, meetings were held with Ukrainian ministries and government agencies, several state-owned energy companies, Swedish actors operating in Ukraine, and other relevant organisations. The Swedish Energy Agency also participated in a high-level conference organised by the Stockholm Environment Institute.

"Particular attention was given to developments related to Ukraine’s reconstruction, the energy transition, and the processes concerning the country’s national energy and climate plan. The visit provided us with a better understanding of the current needs, challenges, and opportunities within Ukraine’s energy sector,” says Paul Westin, Programme Manager for Ukraine at the Swedish Energy Agency.
