Open a Regulated entity holding account
Here you will find information on how to apply to open a regulated entity holding account. The account can be opened in the Union registry from 1 June 2026, but you can start the application process from 1 May in the Swedish Energy Agency’s e-service.
Operators covered by the Act (2020:1173) on certain greenhouse gas emissions and thus required to report emissions and surrender emission allowances need to open a regulated entity holding account in the Union Registry. The account is free of charge.
Please note!
The two steps, (1) registering in the Union Registry and (2) submitting an application to the Agency, must be completed before the application can be processed. If additional information is needed, the applicant will be notified via email.
To open a regulated entity holding account in the registry, you as an operator must have a valid permit to emit greenhouse gases. The permits are issued by the Swedish Environmental Protection Agency.
When applying for an account, you need to register as a representative and apply for an account on the Union Registry website. If all representatives are already users in the Union Registry, you can go directly to step 2.
