Review of account representatives

Documentation updates for account representatives can be submitted through the Swedish Energy Agency’s e-service My Pages (Mina sidor) if you have an electronic identification (e-ID).

The following documents must be submitted to the Swedish Energy Agency:

Power of Attorney signed by an authorised signatory

A Power of Attorney must be provided for all representatives in the Union Registry who do not have sole authority to sign on behalf of the organisation according to the records of the Swedish Companies Registration Office (Bolagsverket).

A copy of the power of attorney must be attached in My Pages when applying for access to the Emissions Trading e-service. The representative must retain the original power of attorney for as long as they remain an authorised representative. The Swedish Energy Agency may request the original document for review.

Certified copy of an identity document

A copy of an identity document certified by a Notary Public must be submitted digitally through the e-service. The representative must retain the original identity document for as long as they remain an authorised representative. The Swedish Energy Agency may request the supporting documentation for further review.

Accepted identity documents are:

  • A passport
  • A Swedish driving licence
  • An identity card issued by a state that is a member of the European Economic Area (EEA) or the Organisation for Economic Co-operation and Development (OECD)

Criminal record extract

Obtained by the Swedish Energy Agency if you have a Swedish personal identity number.

When updating documentation for representatives (excluding verifiers) in the Union Registry, a criminal record extract is required. The Swedish Energy Agency obtains this extract from the Swedish Police Authority as part of the application process.

Submitting the criminal record extract yourself

If you prefer to submit the extract yourself, or if you do not have a Swedish , you may order it through the Swedish Police Authority's e-service. The extract must be sent to the Swedish Energy Agency in the unopened envelope in which it was originally issued by the Police. It must not be more than two months old when received by the Swedish Energy Agency.

Proof of permanent residential address

Obtained by the Swedish Energy Agency if you have a Swedish personal identity number.

The Swedish Energy Agency verifies the permanent residential address of all representatives. If you reside outside Sweden, you must submit proof of your permanent residential address.

Apply through My pages (Mina sidor)

First, apply for authorisation to access the e-service. Once access has been granted, complete the documentation update form and attach the required documents. To log in to My pages, you need an electronic identification, such as BankID.

Do you not have an electronic identification?

If you do not have an electronic identification, you may update your documentation by mailing the application form and the requested documents to the Swedish Energy Agency.

On the application form, you must:

  • Provide details of the organisation or natural/legal person that is the account holder.
  • Provide details of the person or persons who will act as representatives for the account holder in the Union Registry.
  • Read the information regarding the processing of personal data.
  • Ensure that the form is signed by a valid authorised signatory or an existing representative of your organisation. As the applicant, you may also sign the form yourself, provided that you attach a valid power of attorney to your application.

Your postal application must include:

  • The application form
  • Documentation relating to the update of the account representative's information.

General requirements for all documentation

To verify the authenticity of copies of submitted documents, they must be certified by a Notary Public. The date of certification or legalisation must not be older than three months when the application is received by the Swedish Energy Agency, and contact details for the Notary Public or office that performed the legalisation must be included with the application. Original documents do not need to be certified by a Notary Public.

Copies of original documents issued outside Sweden must be legalised or provided with an apostille certificate. The date of the apostille or legalisation must not be older than three months when the application is received by the Swedish Energy Agency, and contact details for the issuing authority must be included with the application. Original documents do not need to be apostilled or legalised.

Language requirements

Documents submitted to the Swedish Energy Agency must be in Swedish or English.

If the original document is in another language, a legalised copy must be submitted together with an authorised translation.

Notary Public

A Notary Public is appointed by the County Administrative Board and is responsible, among other duties, for certifying copies of documents. You can find your nearest Notary Public through an internet search or on the website of your County Administrative Board.
