Open a Regulated entity holding account
Here you will find information on how to apply to open a regulated entity holding account. The account can be opened in the Union registry from 1 June 2026, but you can start the application process from 1 May in the Swedish Energy Agency’s e-service.
1. Create a user account in the Union Registry
To be able to do this, you need to install the EU Login mobile app, which is used when logging in and signing processes in the registry. Follow this guide on how to create a user account in the Union Registry.
Guide to creation of users in the Union Registry (pdf)
Once you have created your user account, a URID (Union Registry ID) will be generated for your user. Your URID is visible in the right corner when you are logged in to the registry (e.g. SE123456789).
2. Open an account in the Union Registry
Once all representatives who are to be registered for the account have received their URIDs, an account application can be made in the Union Registry. For operators in the ETS2, this can be done from 1 June 2026. Please note that only one representative should apply to open the account, but the URID of all representatives (at least 2) is needed to link the users to the account.
The process is described in the user manual under the chapter Request new account.

When you open the account, you can choose which roles the representatives on the account should have. For full access to the account, choose the role Process Initiator and Approver.
