Data Centers’ Energy Performance

The new Energy Efficiency Directive introduces new requirements for the owners or operators of data centres to publicly disclose information about the energy performance of their data centres.

On July 1, 2025, the law on the disclosure of information on data centers’ energy performance entered into force.

The law requires that anyone who owns or operates a data center with an installed IT power demand of at least 500 kW must annually disclose information about the data center’s energy performance by reporting the data to a common EU database. 

The data in the database will be available to the public in aggregated form at both the member state and EU level, in accordance with Annex IV of Delegated Regulation 2024/1364.

The obligation to report does not apply to data centers used for security-sensitive activities or used for defense or emergency preparedness purposes.

What is the purpose of the law?

The law aims to promote energy efficiency, encourage the use of renewable energy and reduce the environmental impact of data centers. The reporting to the EU database will serve as a basis for establishing a common EU system for assessing the sustainability of data centers within the Union. 

What information must be reported and when? 

Delegated Regulation 2024/1364 specifies the required data. The information is detailed in Annexes I and II and includes energy consumption, water usage, waste heat and whether the data center contributes to grid services. 

For data centers in Sweden, the first reporting must be completed by May 15, 2026, and must cover the entire year of 2025.

Register your data center for reporting

The Swedish Energy Agency is the national coordinator and provides Swedish data centers with access to the EU database. 

If you operate a data center with at least 500 kW of installed IT power, send an email to infodep@energimyndigheten.se with your company name and company email address.

The email address can be created specifically for reporting purposes – for example, EEDreporting@company.com or another relevant functional mailbox. The Swedish Energy Agency will register the company name and email address in the EU database ahead of the reporting. 

Please note: Submissions to the agency become public records, so do not include more information than the company name and email address. 

Voluntary reporting option 

The database is already open for voluntary reporting. It is possible to report data for both 2023 and 2024. If you wish to report voluntarily, send an email to infodep@energimyndigheten.se.

Voluntary reporting is open until September 30, 2025. No supervision will be carried out for this reporting. 

What happens next? 

The Swedish Energy Agency is currently investigating what support Swedish data centers may need ahead of the 2026 reporting. More information will be provided after the summer. 

About the Revised Energy Efficiency Directive 

According to Article 12 of the revised Energy Efficiency Directive 2023/1791 (EED), member states must ensure that owners or operators of data centers with an installed IT power demand of at least 500 kW disclose information about the energy performance of their data centers. This information must be reported annually by May 15 to an EU database, where it will be published in aggregated format.
